The primary goal of the grant was to accelerate connections to the Mass HIway. It was open to any Health Information Technology vendor with 4 or more current production implementations in Massachusetts. The grant was intended to provide an incentive to vendors whose products support providers in small practices or are used in settings not covered by the Meaningful Use incentives such as Long-term Care or Behavior Health; however, any EHR or CIS vendor were eligible and encouraged to apply.

Grant funds were available for activities and items necessary to develop, test, or deploy a Direct Project-compliant interface utilizing the Mass HIway services. The interface supported the creation and transmission of a Continuity of Care Document (CCD) document to another provider in the Commonwealth at a different direct address using the Mass HIway. It also supported the receipt and processing an of an inbound message and CCD from a Mass HIway node into the respective vendor product.
