Program Year 2015 Applications for Eligible Hospitals and Eligible Professionals Update

The Centers for Medicare and Medicaid Services (CMS) has officially published the proposed rules for Meaningful Use (MU) Stage 3 and Modified-MU Stage 2 for 2015-2017 with an effective date of December 14, 2015. As of this date, Meaningful Use Stage 1 will no longer be an attestation option. All providers attesting in Program Year 2015 will be meeting the objectives defined in Modified Meaningful Use Stage 2, which includes alternate measures and exclusions for providers who were scheduled to meet Stage 1.

Dates and Deadlines

Hospitals and Providers can attest now in MAPIR for Program Year 2015 using the previous EHR Regulations until December 14, 2015. However, Hospitals and Providers that are seeking to attest to Stage 2 in Program Year 2015 will not be able to attest using the previous EHR Regulations because the EHR reporting period is 365 days (exceeding the December 14, 2015 deadline).  As a result, all Hospitals and Providers seeking to attest to Stage 2 cannot attest until the MAPIR system changes have been completed. Applications started before the system changes are completed will be aborted. The date MAPIR will be ready to accept applications has not been determine.  MeHI will update its website as information becomes available.

2015 Supporting Documentation

The 2015 Supporting Documentation Requirements are in the process of being developed and will be posted, shortly.

Public Health Requirement:

Hospitals and Providers meeting the Public Health Meaningful Use Objective for Modified-MU 2 in Program Year 2015 will be required to demonstrate one of three Active Engagement Options for each of the measures they will be meeting.

Active Engagement Option 1 – Completed Registration to Submit Data
Active Engagement Option 2 – Testing and Validation
Active Engagement Option 3 – Production

It is CMS’s intent that a provider meeting a public health Meaningful Use measure with previous successful MU attestations would fulfill the definition of one of these Active Engagement Options. However, Hospitals and Providers must register with the  Massachusetts Department of Public Health if they will be meeting MU using a public health measure they have not successfully attested to in a previous EHR reporting period.
