Important Incentive Program Change: Public Health MU Measures and Immunization Reporting

Previously, if multiple Eligible Professionals were using the same certified EHR technology in different physical locations/settings, a separate test was required to be performed for each physical location/setting. Under changes made in the Stage 2 Final Rule, providers that use the same EHR technology and share a network for which their organization either has operational control or license to use can conduct one test that covers all providers in the organization.

For example, if a large group of Eligible Professionals with multiple physical locations use the same EHR technology and those locations are connected using a network for which the group has either operational control or license to use, then a single test would cover all Eligible Professionals in that group.

Similarly, if a provider uses an EHR technology that is hosted (cloud-based) on the developer's network, then a single test for Stage 1 public health measures (or a single effort to register and onboard for the Stage 2 public health measures) would allow all Eligible Professionals, Eligible Hospitals, and CAHs using the EHR technology on the developer's network to meet the measure.

Organizations that meet the above technology requirements only need to submit one Test (Stage 1) or Production (Stage 2 requirement) Immunization Acknowledgment to the Medicaid EHR Incentive Program for Meaningful Use attestation/verification purposes.

Note: If organizations are not engaged in ongoing immunization submission (any one instance of which would count as a test) then they would need to test again in the next attestation reporting period.  For example: An organization that conducted the required immunization test to satisfy their Stage 1 90-day reporting period either failed the test or has not moved to production would be required to conduct a another immunization test for Stage 1 365-day reporting period.
